Licensing a Residential Care Facility in Missouri: In Missouri, Residential Care Facilities (RCFs) are regulated by the Missouri Department of Health and Senior Services (DHSS), Division of Regulation and Licensure. To operate an RCF, you must obtain a license by meeting specific requirements, including:
- Application: Submit a completed application to DHSS, including financial documentation, facility diagrams, and management contracts. A licensing fee is required.
- Administrator: The facility must have a licensed administrator, certified by the Missouri Board of Nursing Home Administrators under Chapter 344, RSMo.
- Physical Plant: The facility must comply with construction, fire safety, and health regulations, ensuring at least 70 sq/ft of living space per resident and adequate bathroom facilities.
- Staffing: Staff must undergo background checks via the Family Care Safety Registry. Medication aides must be licensed by the Missouri Assisted Living Association.
- Inspections: Pass initial and periodic inspections by DHSS, including fire and safety checks by the State Fire Marshal.
- Resident Care: Provide 24-hour care, including supervision of diets, personal care, and medication management, with residents able to evacuate unassisted or with minimal help.
